Actually, if the computer used has the Borland Database Engine (BDE) service installed from some other database usage, the PdxEditor does not need any specific installation - you may run it from a plugged in USB stick or just drag and drop the PdxEditor.exe file to any convenient location.
By default the PdxEditor on demand will call the Local SQL manual or the application help from online locations.
Only one precaution (as for any application generating local data): do not install in the C:\Program Files directory or in the C:\ root directory.
Suggested locations could be e.g. C:\Data\PdxEditor or anywhere on a D-drive if present or anywhere on a network drive.
If BDE is missing - see BDE and Windows settings.
If you prefer not depending on internet connection for Local SQL and application help, you may download and install the help systems locally.
This will have to be reflected in the INI-file settings.
