As a previous almost golden standard for data exchange the dBASE table format still is widely supported, however often excluding dBASE 7 tables.
MS Access/MS Office removed dBASE support with MS Access 2013, but re-introduced support with MS Office 2016, however still not supporting the dBASE 7 table format.
Many statistical packages still support import from dBASE tables, and often as an embedded feature (not needing BDE), but often excluding dBASE 7 tables.
If no built in support, you may search for some 3. party converter as e.g. the converter software from www.fullconvert.com, also including dBASE 7 tables.
If data is without binary fields, transfer as temporarily CSV-converted text files will always be a valid option. This also will preserve the optionally longer field names of dBASE 7 tables.
